Birdville ISD “A” Rated for Financial Accountability

Birdville ISD has earned an “A” Superior Rating for financial accountability and transparency under the School Financial Integrity Rating System of Texas (FIRST) for the 23rd consecutive year. 

Katie Bowman, BISD Associate Superintendent of Finance, highlighted that the Superior rating – which is the highest rating possible on the state system – reflects the district's commitment to using taxpayer dollars responsibly and transparently. This includes the Maintenance and Operations budget, funded by local property taxes, as well as bond-earmarked expenditures from voter-approved bond sales. Since 2014, BISD’s Board of Trustees has approved prepayments of bond principal payments, saving taxpayers nearly $28 million in interest.  

“This rating is a testament to a long-standing philosophy of wise spending focused first and foremost on supporting student learning,” Bowman said. “I want to credit our Board of Trustees for their commitment to sound fiscal management and recognize our business and finance personnel in the District for their focus on strong systems and processes to ensure responsible use of taxpayer dollars.” 

Since FIRST was implemented, the District has continued to meet the state’s standards for performance in financial accountability and transparency, receiving a Superior rating every year since FIRST’s inception. 

The School FIRST accountability system, mandated by the Texas Legislature and administered by the Texas Education Agency, requires all school districts and charter schools to report their financial accountability ratings to the public. The most recent rating report was presented to the BISD Board of Trustees during the September 25, 2025 Board meeting.
